The former minister of Jacques Chirac cumulates a principal of elected to the departmental council of Savoy with a post of high official in Bercy. It is the only one of the 96 presidents of departmental councils to have this double professional life which gives rise today the controversy. Le Parisien reveals that Hervé Gaymard, a deputy until 2017, has decided not to run again in the Assembly because of the law of non-cumulation of the mandates in order to be able to keep his position of president of the departmental council of Savoy.

But if he gives up the deputation, he then decides to exercise in parallel his former position of senior official. A legally authorized cumulation since unlike a deputy, a county council president is entitled to exercise this dual function and to assume the position of civil servant. Problem, from June 2017, date of his reinstatement in Bercy, September 2018, the elected remained on hold. More than a year during which he continues to receive his monthly salary of 7.596 euros as a senior civil servant, in addition to his remuneration as chairman of the departmental council of 4.033 euros.

The law does not prohibit this type of cumulation, even if the public morality, as emphasized by the former Socialist MP René Dosière, disapproves of it. "These are behaviors of this type that maintain the mistrust, even the anger of taxpayers towards elected officials," said the president of the Observatory of Public Ethics. For his part, Hervé Gaymard assured the Parisian nothing to "hide". "To everyone to appreciate the fair remuneration of the responsibilities entrusted to me, by making comparisons with remunerations in the public sector and the private sector", he defends himself in the columns of the newspaper.
